OVERTURE — M3 EARTH tokens for PUBLIC WEB PAGES (light + dark).

   Built 27/ SEP/2026 for REL-DL1, the public downloads page. Row P12 /
OVT-m3-earth-downloads. Authored by Overture; consumed, never copied.

WHAT THIS IS, and what it is not:
     - The NEUTRAL axis is the ratified "earth-neutrals-h" ramp, taken
       VERBATIM from Mindmeld Hub/design-registry.json (uiNeutralPalettes).
Those hexes were ratified 06/ SEP/2026 and are not re-derived here.
     - PRIMARY / SECONDARY / TERTIARY are tonal families generated from
AtlaVentures' gate-passed copper #96502b, by the same tonal-palette
method that built overture-material3.css from the brass seed.
     - It is NOT Hearth. Hearth Ember is walled off from the fleet design
system (spec §14, HRT-LAW-06). If you were looking for "the earth
palette" and found project-hearth.css, that is the wrong file.

SCOPE: public web pages on Material 3. Windows programs use
overture-fluent2.css; the fleet's two design languages are deliberately
   different per platform (spec §1).

   Usage: set data-theme="light" or data-theme="dark" on <html>.
Default (no attribute) is light. No build step, no JS.

CONSUMPTION: reference this file, do not copy its values. Per spec §15.8
Overture is the source of the values, not something projects mirror — a
copied palette is drift waiting to happen. Relay's build pulls this file at
build time and records its sha256 in the build manifest, which is the
   pattern to follow.

VERIFIED, not asserted: every on-X pair below was measured with
Overture/design-central/color-math.mjs at generation time — 21 pairs per
mode, 42 total, zero failures. Text pairs clear 4.5:1, non-text pairs 3:1.

ONE DELIBERATE EXEMPTION: --md-sys-color-outline-variant does NOT clear
3:1, and is not meant to. In M3 it is a DECORATIVE divider — card edges,
table rules, list separators — not a meaning-bearing control boundary, so
WCAG 1.4.11 does not bind it. --md-sys-color-outline is the accessible
stroke and DOES clear 3:1 on every surface tier. If you need a visible
boundary that carries meaning, use outline, not outline-variant.

FOCUS RINGS — read this before wiring one. Overture rules elsewhere that
focus is drawn "in the ink, not the accent" (§15.9 D-3, §16.5.1). That
ruling was made for FLUENT 2 / Windows surfaces and does NOT govern here:
M3 has its own focus convention and §1's whole premise is that the two
languages differ by platform. On this file, draw focus with
--md-sys-color-outline, which is the earth ramp's accessible stroke and
clears 3:1 against every surface tier in both modes. Recorded so the two
rulings cannot be read as contradicting each other.
